Description of the bzip-9 method

BZIP, a block-sorting file compressor. Version 0.21, 25-August-96. Copyright (C) 1996 by Julian Seward (Julian_Seward@muraroa.demon.co.uk)

This program has been superseded by bzip2.

Three different tests are reported, with different block sizes: bzip-1 uses 100k, bzip-6 uses 600k, and bzip-9 uses 900k.
